Why Google refuses production access after a closed test

A personal developer account created after 13 November 2023 has to run a closed test before its app can go to production. Google's rule is a closed test with “a minimum of 12 testers who have been opted in continuously for at least 14 days”. Then you apply for production access, answering questions about the test, and Google decides.

Google's help page names two reasons an application is refused. Each has a page here: what the reason means, what Google asks you, and what to do before you apply again.

Developers also report a third line in refusal notices, about answers to the application questions being incomplete. Google's help page lists the questions but not that line, so it is covered inside the engagement page rather than given one of its own.

Google's words are quoted from its Play Console Help page “App testing requirements for new personal developer accounts”, at support.google.com/googleplay/android-developer/answer/14151465, as read on 22 October 2026. Google changes these pages; where this one disagrees with Google's, Google's is right.
